Democratic legislative leaders say talks have broken down with Gov. Arnold Schwarzenegger over their plan to raise billions in new revenue with a simple majority vote after he vetoed the controversial plan. Meanwhile, taxpayer groups filed suit to block the plan, even as the state edges closer to running out of money.
